That makes you one of the first people who can notice when something is wrong. <strong>Safeguarding adults in care<\/strong> is about protecting every person&#8217;s right to live safely, free from abuse and neglect, and knowing exactly what to do when you have a concern.<\/p>\n<p>This practical guide explains what the law in England says, the types of abuse you need to recognise, the warning signs to look out for and how to report abuse in care the right way. You do not need to be certain abuse has happened before you speak up. You just need to know the steps.<\/p>\n<h2>What safeguarding adults means in England<\/h2>\n<p>The main framework is the <strong>Care Act 2014<\/strong> and its statutory guidance. Safeguarding duties apply to adults aged 18 or over who have care and support needs, are experiencing or at risk of abuse or neglect, and cannot protect themselves because of those needs.<\/p>\n<p>Where there is reasonable cause for concern, the local authority must make enquiries, known as a <strong>Section 42 enquiry<\/strong>. As a carer, your job is not to investigate. Your role is to notice, keep the person safe in the moment, report and record what you saw.<\/p>\n<p>Safeguarding sits at the heart of the Care Certificate and every <a href=\"\/en\/mandatory-training-care-uk\/\">mandatory training programme in care<\/a>, because it applies to everyone, from a new starter to the registered manager.<\/p>\n<h2>The six principles of safeguarding<\/h2>\n<p>The Care Act guidance sets out six principles that guide good decisions:<\/p>\n<ul>\n<li><strong>Empowerment<\/strong> \u2013 people are supported to make their own decisions and asked what they want.<\/li>\n<li><strong>Prevention<\/strong> \u2013 it is better to act before harm occurs.<\/li>\n<li><strong>Proportionality<\/strong> \u2013 the least intrusive response appropriate to the risk.<\/li>\n<li><strong>Protection<\/strong> \u2013 support and representation for those in greatest need.<\/li>\n<li><strong>Partnership<\/strong> \u2013 services and communities working together.<\/li>\n<li><strong>Accountability<\/strong> \u2013 everyone understands their role and is answerable for it.<\/li>\n<\/ul>\n<p>You will also hear about <strong>Making Safeguarding Personal<\/strong>: safeguarding is done with the person, not to them. Always ask what outcome they want.<\/p>\n<h2>The 10 types of abuse every carer should recognise<\/h2>\n<ul>\n<li><strong>Physical abuse<\/strong> \u2013 hitting, pushing, inappropriate restraint, misuse of medication.<\/li>\n<li><strong>Domestic abuse<\/strong> \u2013 including coercive and controlling behaviour.<\/li>\n<li><strong>Sexual abuse<\/strong> \u2013 any sexual act without valid consent.<\/li>\n<li><strong>Psychological or emotional abuse<\/strong> \u2013 threats, humiliation, isolation, intimidation.<\/li>\n<li><strong>Financial or material abuse<\/strong> \u2013 theft, fraud, pressure over money, wills or property.<\/li>\n<li><strong>Modern slavery<\/strong> \u2013 forced labour, trafficking, domestic servitude.<\/li>\n<li><strong>Discriminatory abuse<\/strong> \u2013 harassment linked to age, disability, race, religion, sex or sexual orientation.<\/li>\n<li><strong>Organisational abuse<\/strong> \u2013 poor practice within a care home, hospital or care service.<\/li>\n<li><strong>Neglect and acts of omission<\/strong> \u2013 ignoring needs for food, hygiene, medication or medical care.<\/li>\n<li><strong>Self-neglect<\/strong> \u2013 a person no longer caring for their own hygiene, health or surroundings.<\/li>\n<\/ul>\n<h2>Warning signs to look out for on every shift<\/h2>\n<p>Abuse rarely announces itself. Usually you notice small changes that, taken together, tell a story:<\/p>\n<ul>\n<li>unexplained bruises, burns or injuries, or explanations that keep changing;<\/li>\n<li>sudden changes in behaviour: fear, withdrawal, agitation, tearfulness;<\/li>\n<li>the person becomes quiet or tense when a certain relative, visitor or colleague arrives;<\/li>\n<li>weight loss, dehydration, soiled clothing or untreated pressure sores;<\/li>\n<li>no money for essentials, unpaid bills, belongings going missing;<\/li>\n<li>medication missing, given incorrectly or over-used;<\/li>\n<li>in a service: rigid routines, lack of privacy, staff speaking disrespectfully.<\/li>\n<\/ul>\n<p>None of these signs proves abuse on its own, but each one is worth recording and raising with the right person.<\/p>\n<h2>How to report abuse in care: step by step<\/h2>\n<ol>\n<li><strong>Make the person safe.<\/strong> If someone is in immediate danger or needs urgent medical help, call 999.<\/li>\n<li><strong>Listen calmly.<\/strong> If the person tells you something, let them talk at their own pace. Avoid leading questions and never promise to keep it secret.<\/li>\n<li><strong>Do not investigate or confront<\/strong> the alleged abuser, and avoid disturbing evidence unless it is needed to keep the person safe.<\/li>\n<li><strong>Report straight away<\/strong> to your manager or designated safeguarding lead, following your organisation&#8217;s policy.<\/li>\n<li><strong>Write it down<\/strong> as soon as possible: date, time, what you saw and heard, using the person&#8217;s own words. Facts, not opinions.<\/li>\n<li><strong>Escalate if nothing happens.<\/strong> If no action is taken, or your manager is involved, contact your local council&#8217;s adult safeguarding team directly. You can also use your employer&#8217;s whistleblowing procedure or contact the CQC about services in England.<\/li>\n<\/ol>\n<p>UK law protects workers who raise genuine concerns in the public interest. For official details on whistleblowing, check gov.uk and your employer&#8217;s policy.<\/p>\n<h2>Common mistakes to avoid<\/h2>\n<ul>\n<li>Thinking &#8220;it&#8217;s not my place&#8221; or &#8220;I might be overreacting&#8221;. Safeguarding is everyone&#8217;s responsibility.<\/li>\n<li>Waiting for &#8220;clear proof&#8221;. You report a concern, not a certainty.<\/li>\n<li>Discussing the case with colleagues who do not need to know. Confidentiality matters.<\/li>\n<li>Vague notes such as &#8220;seemed odd&#8221;. Your manager, the council&#8217;s safeguarding team and other agencies decide what happens next.<\/p>\n<p><strong>What if the person asks me not to tell anyone?<\/strong><\/p>\n<p>Explain kindly that you cannot keep it secret if they or someone else may be at risk, but that you will only share it with people who need to know and that their wishes will be listened to.<\/p>\n<p><strong>How often should I refresh my safeguarding training?<\/strong><\/p>\n<p>It depends on your employer&#8217;s policy and your role, and many services expect regular refreshers.
